Go to LFG, Fractals, t1 (1-25), join any group that says t1 daily. Tell them you're new, they'll explain basic mechanics. Within a week you'll have enough to get Rings from BUY-2046 PFR. Find a guild, any guild that does weekly missions. Use commendations to get Accessories.

Yup, new as of this patch I think. Its very worth it at the moment, with the price of matrices as high as they are. No, both attuning and infusing rings have given one additional roll since ascended salvaging launched. When it first launched, attuned infused rings weren't salvageable actually.
You definitely can. Ascended gear is only a tiny bit better than exotics, so you can get away with a fair bit of it. General consensus is you should have ascended trinkets (trinkets have a larger stat contribution and get a bigger boost from being ascended, plus they're generally cheap and easy to get) and weapons (ascended weapons have a higher base damage, so they have a greater impact on Ascended Trinkets. In general I find LS3 maps much easier to get a load of the materials for. Siren's Reef Landing and Bitterfrost Frontier in particular. You can get the amulet, backpack, 1 ring and 1 accessory from these maps. Dragonfall seems like it might be a good place to get the 2nd accessory and I'll usually just get the ring from .
