No. You can only charm the juvenile ones - in essence, "juvenile" in front of a critter's name means "can be charmed". If it has already been charmed, "juvenile" means "jas been charmed" and nothing more. The Guild Wars 1 system of pet evolution didn't make it into GW2, as far as I know.
